Question

Do we have a certificate of citizenship for Tim?
A good answer

No. The lawyer's letter says he became a citizen automatically on November 18, 2022 and that no document was issued to him. Form N-600 was never filed; his US passport is the proof. Her latest note puts it off until after the Russia trip.
